Committee recommends Chartwells for food‑service contract; budget forecast highlights grant requests and Act 1 exception

Business manager Mike Taylor told the finance committee that a state‑required RFP for food‑service management drew 11 organizations requesting the package, eight groups attended the mandatory walkthrough and three companies submitted final bids (Chartwells, METS and Nutrition Group). Using the PDE‑approved scorecard and four independent scorers, Chartwells received the highest combined score.
"Chartwells did get the highest score, so we are recommending Chartwells for approval in 2 weeks to be awarded the bid," Taylor said. He explained the recommended contract would be a one‑year agreement with annual renewal options up to five years; Chartwells guaranteed a minimum annual profit of $250,000 under the proposal and has met the guarantee in prior years.
Taylor told the committee the typical arrangement can include equipment purchases fronted by the vendor and repaid over the contract (a quoted equipment financing amount was discussed conceptually as roughly $75,000 in the presentation). He said rebates and negotiated purchasing discounts are applied against monthly invoices and USDA donated‑food commodities continue to be accepted and audited.
On the district budget, Taylor reviewed recent grant activity and revenue signals. The administration submitted a Public Schools Facilities Improvement Grant for roughly $3,000,000 to continue Oak Ridge renovations (administration had previously received $1,000,000 awards at West Broad and Oak Ridge). He also reported the district applied for an Act 1 exception calculated at $892,077 based on PDE numbers and said the Department of Education may rule on exceptions by March 25; if granted the exception would change allowable tax‑rate flexibility the district may exercise.
Board members asked to see the individual scorecards and narrative justifications used in the RFP scoring process; Taylor agreed to provide signed scorecards. Several members asked operational questions about equipment, USDA commodities and the district’s ability to cancel a contract if obligations are not met; Taylor said cancellation would require contractual violation and that the district would need to operationally replace staff and equipment if it transitioned away from a vendor.
Next steps: the administration will present a contract award for Board action in two weeks, provide completed scorecards to board members on request, and incorporate any grant and Act 1 rulings into the April budget forecast.
