The Souderton Area School District board brought three governance policies back for first reading and discussion: Policy 004 (membership), Policy 006 (meetings) and Policy 006.2 (broadcasting and livestream questions). Dr. Hay (Speaker 12), the administration’s policy presenter, said the PSBA (Pennsylvania School Boards Association) policy project delivered the 100 series policies and noted that each of these three policies failed second reading previously with a 4–4 vote.
Board members used the first reading to press for more specificity and transparency. One board member asked for a clearer process for filling vacancies and for community participation in appointments; another asked that draft minutes be attached to the agenda to allow community review before approval. A public commenter urged that appointment interviews be held in public rather than privately.
Several board members also raised agenda‑setting questions: whether individual members can request items be added and whether livestream viewers should be permitted to comment. Dr. Hay said legal references and formatting would be cleaned before policies are posted and that PSBA guidance will be reflected in the posted drafts. The administration did not propose a policy change during the first reading; the items will return for further revision and later action.
Board discussion touched on process as well as content: how to structure student representative participation (some members supported adding student reps, but legal/age constraints were noted), and whether any procedural change is needed to reintroduce previously failed policies (some members said Policy 3, passed in February, did not fully address that procedural gap).
Next steps: the policies are on first reading for revision; the administration agreed to review language for agenda timing and draft‑minutes practice and to bring revised language back to the board. No formal board votes were taken at the committee meeting.
