Kentucky Senate honors long-serving staffer Becky Harrelson and Senator Jimmy Higdon with resolutions and floor tributes

The Kentucky Senate paused on April 15 to honor two long-serving public servants. The chamber read and adopted Senate Resolution 6 honoring Becky Harrelson of the Legislative Research Commission and Senate Resolution 5 honoring Senator Jimmy Higdon upon his retirement.

Clerk-read resolutions detailed Harrelson’s more than 30 years of service, her roles including chief of staff to the Senate president, and her contributions to caucus operations and staff development. Senators described Harrelson as a steady institutional presence who mentored members and staff; one senator said she "makes every member feel like they're the most important member," and another affectionately called her "Mama Becky."

Later the clerk read the resolution honoring Senator Jimmy Higdon, recounting his biography (born July 15, 1953), military service, business ownership of Higdon's Foodtown, election history, and leadership roles including service as transportation committee chair and work on public pensions. Colleagues delivered lengthy personal remarks and anecdotes, noting his constituency work, mentorship to freshmen, and practical approach to constituent service. One senator recalled Higdon delivering a newspaper to a constituent’s graveside as an example of his community ties.

Both resolutions were adopted by voice vote. The floor tributes were largely ceremonial and personal; the record shows no further legislative action tied to the resolutions. Senators expressed gratitude and best wishes for both Harrelson and Higdon as they transition out of their legislative roles.
