Harlan City council approves street closures, façade grant, noise variance and several project agreements

At its Sept. 16 meeting, Harlan City council voted on multiple routine and project-related items, approving street closures, a façade grant, a noise variance for the Shelby County Speedway, federal assurance paperwork for a water-trail project and a personnel appointment.
Street closures: The council approved a street closing for the Community Canvas Wellness Alliance on Sept. 22 and a separate closing for the Shelby County Historical Museum at 1805 Morse Avenue on Oct. 12 (1–4 p.m.). Council members confirmed the museum application had been submitted by Kathy Sidman and approved the requested closure.
Facade grant: The council approved an $11,000 HHPC downtown upper-story façade grant for 16613 Court Street (listing in the record as the Pizza Ranch property) to complete exterior improvements such as windows and doors.
Noise variance: A noise-variance permit permitting later-night activity at Shelby County Speedway for Sept. 19–20 (allowing events past midnight, reported up to 2 a.m.) was discussed and approved; members noted possible DJ use and a Sunday rain date.
Project agreements and appointments: The council approved standard DOT assurances and Title VI paperwork for the River Rex Hills Water Trail Project and a Title VI agreement for river access (administrative name changes were noted). The council also approved Resolution 26-18 appointing Jarvis Manja as Title VI coordinator to replace Gene Geddes.
All motions reported on these agenda items were seconded and carried on roll-call votes during the meeting.
