Scott County CDA briefed EDA on housing grants, CLT homes and workforce-training funds

Joe Pryce, representing the Scott County Community Development Agency, updated the EDA on a suite of housing and workforce initiatives the CDA is coordinating across Scott County.
Pryce said the CDA recently received about $1,400,000 from the Minnesota Housing Finance Agency to acquire and rehabilitate four homes for the community land trust, and that an additional $400,000 for CLT townhomes is expected to support the last fourplex in Prior Lake and future townhome development. "So when those 8 are done, we'll have 39 homes for some home buyers," Pryce said, referring to the countywide CLT inventory and pending projects.
He also described a new local affordable housing aid program funded by sales tax dollars, noting roughly $4,500,000 has been placed into a county housing trust fund to support affordable-housing projects; developers and municipalities can apply for those funds. Pryce said the CDA and partners plan to present more detailed budget and program updates to local EDAs every other year.
On workforce training, Pryce said the Shakopee Area Chamber received legislative allocations intended to train and place residents across Scott County with an emphasis on high-demand trades; the CDA is coordinating outreach to employers to connect apprenticeships and internships with training programs.
Pryce encouraged EDA members to use the CDA's market and housing needs studies — updated every five years — for planning and recruiting developers; the CDA will issue a request for proposals in January and plans to hire a consulting firm in February.
