The Economic Development Authority voted to approve a five-year economic development strategic plan after a short debate over a line that recommends ‘‘looking into’’ whether HRA (housing and redevelopment authority) functions should be consolidated or better coordinated.
A committee member warned that, without context, the plan could be read by the public as an imminent plan to make the EDA an HRA. "If it's put out publicly, that seems a lot closer to happening than internal discussions," the committee member said, urging caution about how the language might be perceived.
Director (S6) responded that the draft does not commit the EDA to becoming an HRA. "It's not saying it will happen. It's just saying it's worth looking into to see if there are some efficiencies," the director said. Joe Pryce of the Scott County CDA added context about how the CDA and HRA operate locally and described CDA programs and funding sources that already support housing activity in the area.
Committee member S8 made a motion to approve the strategic plan; S3 seconded. The Chair called for the vote and recorded the motion as passed.
The meeting record shows no immediate action to change HRA structure; staff said any future change would require further study, public hearings and likely council action before any transfer of authority or responsibilities took place.
