The council confirmed Rodney Sederstrom to the park‑owner/operator/manager seat and named Annette Frank to the tenant seat. The three at‑large appointments were Oliver Emerson, Rebecca Johnston and James Walker. Staff had brought forward 11 qualified applicants after a public recruitment that produced 13 initial filings.
Julie Paul, speaking for the Western Manufactured PBV Housing Association, told the council she had submitted a written letter backing Rodney Sederstrom for the owner seat and urged the council to follow the ordinance’s requirement for balanced representation. "I submitted a letter on behalf of the park owners supporting Rodney Sederstrom to fill the spot that's designated for a mobile home park owner on the commission," she said, adding that the group preferred a park owner if one lived in the city.
Several applicants described professional or community backgrounds they said would help them on the commission. Annette Frank, who said she has worked three decades in child‑welfare services and is a mobile‑home tenant in Hemet, said she wanted tenants to have an accessible, respectful forum for grievances: "I believe that the mobile home tenants and homeowners should have a voice when they feel that they are disadvantaged, in terms of rent increase," she said.
Council members asked applicants about their familiarity with Ordinance No. 772 and their availability; staff noted the commission’s role is to review rent‑increase notices and resolve disputes between park owners and tenants. The appointed commissioners will be sworn in at their first meeting, select a chair and vice chair, and receive staff and legal support.
The motion to appoint the slate passed unanimously. Council indicated the commission will schedule its initial meeting soon and that staff will coordinate dates and procedural assistance.
