Paul Butler, representing the Water Pollution Control Authority, told council the proposed framework would base commercial fees on measured flow and usage rather than a single flat fee so that small businesses are not charged the same as large facilities.
Committee chair Ronald Quagliani asked for public hearing dates; the council set hearings for April 27, 2026 (multiple time slots were assigned for related ordinance items). Butler said the recommended fee levels were in line with surrounding municipalities after the department surveyed seven neighboring jurisdictions.
Council members asked technical questions about calculations and how increases would be applied; specifics on implementation, exemptions and the final fee schedule will be addressed at the public hearings and in committee deliberations.
