Nelson County supervisors elect new leaders, approve organizational resolution and consent items

The Nelson County Board of Supervisors on Jan. 13 elected Supervisor Jessica Ligon to serve as chair and Supervisor Jesse N. Rutherford as vice chair for Calendar Year 2026, approved the board’s annual organizational resolution and adopted routine consent items including minutes and a small budget amendment.
The roll-call vote to confirm Ligon and Rutherford was unanimous (5-0). County Administrator Candice W. McGarry introduced Resolution R2026-01, citing Code of Virginia §15.2-1416 and the County Code, which sets the board’s regular meeting schedule, rules of order and a slate of annual appointments. The board amended the appointments to place A. Cameron Lenahan on the Albemarle–Charlottesville Regional Jail Authority and the Virginia Career Works Piedmont Council, and to add Sheriff Mark Embrey to the Thomas Jefferson Community Criminal Justice Board before adopting the resolution.
On the consent agenda the board approved minutes for its Nov. 13, 2025 meeting (Resolution R2026-02) by a 4-0-1 roll-call vote, with Supervisor Lenahan abstaining, and adopted a budget amendment (Resolution R2026-03) that appropriated multiple line-item adjustments as presented by staff.
The board also used the organizational meeting to confirm clerk and departmental designations required by county code, and to set regular meeting dates: the second Tuesday of each month at 2 p.m. in the General District Courtroom, with reconvening sessions at 7 p.m. as needed. The board adjourned at 5:46 p.m. and will continue with a Jan. 28 joint work session with the Planning Commission.
