The East Bethel City Council on April 13 unanimously adopted Resolution 2026-17 accepting the city’s 2025 annual financial report after auditors from Abdo issued an unmodified (clean) opinion and reported no instances of Minnesota legal-compliance noncompliance.
Alex Triple, a manager in Abdo’s government audit group, told the council the audit found the city’s financial statements “are fairly stated in all material aspects,” highlighted a general fund balance well above policy targets, and cited revenue variances that included about $113,000 in fire relief aid and higher-than-budgeted interest earnings.
Triple said capital project funds and enterprise funds (water, sewer and the ice arena) showed healthy cash positions, and long-term debt per capita remained below benchmarks for comparable Class 3 cities. He also noted the HRA’s increase in state grants in 2025.
Councilmember (speaker 3) moved to adopt the resolution accepting the audit; the motion was seconded and passed by voice vote with no opposition. The council thanked staff and the auditor for the work and for the presentation of performance indicators that compare East Bethel with similar-size cities.
The council’s formal adoption resolves the audit as the official financial record for 2025; no further action was scheduled at the meeting.
