Elliot briefed the commission that Lot 1 is proposed as a 40,000‑square‑foot, eight‑bay industrial building with stormwater detention accommodated in Outlot X. Corey Marsh of Snyder and Associates, representing Norwalk JV 22 LLC, said sanitary sewer service would come from Delaware Street and water from Madison Street, and that Outlot X is sized to serve Lot 1 and a future Lot 2. Marsh said the site shows two access points (Delaware and Madison) and that certain future parking stalls have been planned but will be installed only if needed by tenants.
Staff recommended approval of the preliminary plat with a waiver of the open‑space requirement to account for potential future parking, noting the open‑space ratio would drop from the 20% industrial requirement to approximately 18.7% if parking is later constructed. Samuelson moved to approve the preliminary plat including a waiver of the open‑space requirement; the motion passed on a roll call vote with affirmative votes by Thompson, Samuelson, Forrest, Eaton, Henders and Steiger.
The commission then approved the final plat for Dunn Property Plat 3 after a motion by Samuelson and second; roll call votes were recorded in favor.
Staff said Lot 2 will return later once utility alignment and sewer availability are confirmed. The approvals allow the developer to proceed with required technical submittals and building permits for Lot 1, subject to final engineering and any council review required on May 7.
The commission noted the design parallels existing industrial buildings across the street and that details such as final building elevations, tenant layout and any required additional detention will be addressed in later site engineering.
