The Crookston City Council introduced an ordinance amending the city zoning code to permit slaughterhouses and meat‑processing plants in the I‑1 heavy industrial zone and approved a resolution to set a public hearing on the change.
Tanner, a city staff member who briefed the council, told members that the amendment originated with the Planning Commission and that the introduction is intended to notify the public. "We're introducing the ordinance… so they can reach out to you and provide comment whether they're in favor or against it," Tanner said, describing the introduction as notice rather than final action.
The clerk presented the ordinance language as part of the meeting packet; Tanner said an amendment to zoning ordinances requires a 10‑day public‑hearing notice (typical council meetings require shorter notice). Tanner said the public hearing will likely be held Oct. 20 at 5:30 p.m. and that the council may schedule a separate meeting on Oct. 22 at 5:30 p.m. to consider adoption if it does not vote on the matter the night of the hearing.
Council moved to introduce the ordinance (first reading) and a member seconded the motion. For the separate resolution formally calling the public hearing, Tanner moved and a committee member seconded; the council then took a roll call vote. The clerk recorded Ayes from Shostel, Fisher, Briggs, Cavalier and Flott, and the chair announced the motion carried.
Staff also announced a related special meeting schedule: a special meeting at 5:30 p.m. on Oct. 13 has been set to introduce a resolution concerning variance requests tied to an addition at B and E Meats at 333 33rd Avenue SW; the regular meeting on Oct. 20 will include the public hearing; and an additional special meeting on Oct. 22 at 5:30 p.m. was noted as a possible time to take final action if the council does not vote on the 20th.
The council did not take final action on the zoning text at the meeting; introduction and the resolution to call a public hearing move the process to the public‑comment stage. The meeting adjourned after scheduling updates.
