Board approves conditional use permit for tattoo parlor at 401 S. Montezuma

The City of Prescott Board of Adjustments unanimously approved Conditional Use Permit CUP-26-001 on March 19 to allow a tattoo parlor at 401 South Montezuma Street.

Jacob Lund, community planner, told the board the parcel is zoned Business Regional and that the applicant proposes a mixed use with a 400-square-foot gallery and a 200-square-foot tattoo area. Lund said staff reviewed the proposal against conditional-use criteria, found it in conformance, and determined the site’s five existing parking spaces meet the parking calculation for the proposed uses. He also said staff complied with state statutory noticing requirements and had received one written comment in opposition that did not state specific reasons.

The board asked clarifying questions about prior, similar approvals and a small red outbuilding on the parcel. Lund said a similar project was approved in January and deferred specific use of the small structure to the applicant. Applicant Brooke Holstead described the red building as a back office for the main building and explained the floor plan and service access. "That little red building is the back office of the main building," Holstead said.

After discussion, board member Tom Hutchison moved to approve CUP-26-001; Rick Kimrey seconded. The motion carried 4-0.

The approval allows the tattoo use to proceed subject to any building-permit and health-code requirements that apply to tattoo facilities; staff noted building and permit reviews remain separate and will enforce code requirements at permit stage. The board did not record additional conditions in the hearing record beyond standard permit reviews.

The City of Prescott will process necessary building and operational permits before the business may open.
