Utility board hears updates on water and wastewater projects, easements and funding timeline

The Utility Board received updates on water and wastewater infrastructure projects, with staff stressing a few remaining coordination issues before construction can begin.

Chair (S1) opened the agenda items on system improvements. Staff member S3 said Phase 1 of wastewater improvements is essentially ready but that the "force main" crossing on Run still requires coordination with a landowner and with Greg to finalize the design and access arrangements. "I think that's really the only thing that Greg and I need to get together on that just to make sure we have it worked out," S3 said.

S3 told the board construction for that project is likely toward the end of the year, and that certain property conveyances or limited access agreements are required before crews can mobilize. The chair sought confirmation that there were no outstanding technical problems; staff said none were reported in the meeting.

On the water system improvements, S3 said the design work is at about the "30% stage" and that staff will meet with Greg to finalize scope and updated cost estimates before moving to the next step. "We're to the 30% stage on it," S3 said.

The board also discussed dredging work and the need for additional access easements and laydown areas. S3 said easement materials were provided to Russ last month and that funding decisions through the BP process are usually announced in May, which should provide a clearer timeline for whether dredging can be scheduled next construction season.

Why it matters: the force-main crossing and easement access are gating items that must be resolved before crews can begin work, and timing for external funding will affect when larger excavation and dredging work can proceed.

The board did not record any formal vote or budget approval for the construction packages during this session; staff said they would return with more detailed cost estimates and coordination plans for future meetings.
