Delegate Polakovich Carr introduced House Bill 1247, saying the bill "authorizes the proceeds from bonds that Prince George's County or its revenue authority issues to be used for the acquisition, construction, or rehabilitation of an immersive entertainment venue located within an extraordinary development district" and authorizes certain tax revenues to be pledged as security. Committee members moved and adopted amendments that make the bill an emergency measure, and the committee moved the bill favorable with amendments.
During floor debate in committee, Delegate Vogel raised labor concerns: "I know we've heard, discussion and seen and read testimony, from labor concerned around, project labor agreements for the sphere," Vogel said. Chair Janelle Wilkins replied that the committee had received testimony and that "the county has indicated an interest in addressing those locally," adding that no PLA-related amendments had been adopted in the bill before the committee.
Why it matters: HB 1247 would enable Prince George's County to back a private or public development through pledged bond security and tax revenues, a step that can affect county financing and investor confidence. Labor groups' concerns about project labor agreements were raised during committee discussion; the chair said the county intends to handle PLA policy at the county level, and the committee did not change the bill's PLA language.
Next steps: the bill has been moved favorable and will advance to the House floor for further consideration; no roll-call vote totals or fiscal figures were provided in the committee transcript.
