CRA authorizes up to $100,000 for tree trimming and removal; staff to prioritize city crews when possible

Lauderhill City’s Community Redevelopment Agency on Feb. 23 authorized CRA staff to piggyback the city’s tree‑trim and removal contract and enter an agreement with Terrain Service Inc for an amount not to exceed $100,000, the agency’s city attorney said.
Francine, a CRA staff presenter, told commissioners the agency has large trees on CRA‑owned properties — including the Windermere parcel and two plazas — that have become hazards "hanging over" nearby homes and create a liability risk after recent strong winds. She said the CRA will follow the city’s permitting process and that removed trees are subject to the city code requirement that they be replaced.
Commissioners pressed staff about using Lauderhill’s public‑works crews before hiring outside vendors. Commissioner Martin said he expected staff to try to do as much work in‑house as possible and to reserve outside contractors for situations public‑works crews cannot safely handle. A CRA staff member confirmed public works will inspect sites and identify where city crews can safely perform removals; only where safety or technical limits exist would the CRA use the outside vendor.
Vice Mayor Richard Campbell and other commissioners also asked for clarity on the $100,000 figure. Staff described the amount as a not‑to‑exceed spending authority that covers tree removals and related landscaping work across multiple CRA properties; specific proposals and costs will be developed and presented once crews and vendors assess identified sites.
The CRA voted 5–0 to approve the piggyback authority for Terrain Service Inc. Staff said they will return with proposals, permit details and an update on which work public works will perform in‑house.
The vote concluded after the board reviewed procurement and target‑market aims: staff said the city’s solicitation vehicle prioritizes Lauderhill businesses and that the piggyback would allow CRA projects to use vendors already vetted by the city.
