The Greenfield Planning Commission on March 10 approved a rezoning of 6825 and 6845 West Layton from C-1 Neighborhood Commercial to C-2 Community Commercial, a change staff said would allow limited- and full-service restaurants that are not permitted under C-1 zoning.
Staff described longstanding curb damage and noncompliant window signage on the parcels and recommended approval tied to specific remedies. "The reason... coffee shops, limited service restaurants, full service restaurants... are not permitted in C-1 but they are in C-2," the planning staff member said, explaining why the applicants seek the rezone.
Commissioners and staff agreed the rezone should carry conditions addressing site deficiencies. Mayor Nitsky moved to approve the rezone "as presented with the caveat that there's a... 10/31 deadline for the repavement and curbing" and that the applicant provide evidence of a contract for the work before the public hearing. A commissioner seconded the motion; the body approved the measure by voice vote. The motion set two implementation steps: submission of a contractor agreement by April 15 prior to the public hearing and completion of repaving and curbing by Oct. 31, 2026.
Staff reiterated that the rezone would not itself permit restaurants to open without subsequent approvals: after rezoning, any food-service tenant would still require a special-use permit and public hearing. The public hearing on the applications was scheduled for April 21.
Next steps: staff will expect the applicant to submit a contract or proof of contractor engagement by April 15 and report back at the public hearing; the rezone’s site improvements must be completed by Oct. 31, 2026, per the commission’s motion.
