(Webster, S.D.) $1,753,967.68 (the transcript also contains a near‑identical alternate cents figure of $1,753,967.58); Domi Construction/Construction Cove (Aberdeen area) $2,830,959.50; Border State Saving Inc. (Fargo, N.D.) $4,536,824.00; and B and B Contracting Inc. (Aberdeen) $3,315,466.48. The commission noted an internal project estimate of roughly $3.3 million.
Staff said they would perform a cursory check for responsiveness at the meeting and then conduct an in‑depth review — including a math check — and return a recommendation to the commission. Commissioners discussed available grant funding that could cover as much as about 18.2% of the project (quoted as up to $665,000), but staff said the final selected bid and overall costs will determine the actual grant usage and the county may end up below that cap.
After the bids were read, the commission voted to refer the bids to staff for detailed review and a later recommendation. The motion to refer was recorded in the meeting as “motion by Weis, seconded by Dinger” and carried on a voice vote. Staff and commissioners said they expect to present a recommendation next week, at which time the commission may act on an award.
The county’s stated next step is the staff responsiveness and math review followed by a formal recommendation to the commission; no contract award was made at this meeting.
