Parks & Recreation director Helen Barker presented the contract; Commissioner Somsen moved to enter into the $14,000 contract and Commissioner McCullough seconded. The motion passed.
Event Center manager Dally Smith raised questions about an April 10–11 event that will include an open bar and asked whether the center should charge smaller deposits for short meetings. Prosecutor Doug Wood advised that under Idaho Code Title 23, counties can avoid liability related to alcohol service if they do not serve or supervise service and if an independent third‑party vendor assumes responsibility; the board asked Dally to research practices used by other counties and draft a policy or revised rental agreement.
GIS lead Tom Calton reported that phone and email forwarding is in place and that survey results populate into a dashboard. Calton said Ally’s billing tasks need reassignment; Treasurer Angie Mendenhall offered to accept payments for GIS services and Clerk Jill Stoor will provide a list of prior billing items and a claim form to aid the transition. The GIS contract includes a 30‑day cancellation clause and the board agreed not to post the GIS position at this time. Tom said he will aim to be on site twice monthly while TJ is present.
The board asked staff to gather sample rental agreements and deposit structures used by other counties and to return with a proposed Event Center policy and any necessary contract language for third‑party alcohol service.
