Columbia awards $251,831 CDBG contract for curb, sidewalk and paving on Union Street

Columbia Borough council voted April 14 to award the Community Development Block Grant (CDBG)–funded 300 block of Union Street curb, sidewalk and paving project to Reamstown Excavating Inc. for $251,831 following competitive bidding and staff recommendation.
Engineer Ronaldo told council the borough received multiple bids; Reamstown’s low, qualified bid at $251,831 was within staff expectations after an earlier estimate that was higher. Ronaldo recommended accepting the low, responsive bid. "So, without rambling anymore, I recommend you accept the bid," Ronaldo said.
Councilors asked whether borough crews should do the paving to save money. Staff explained that bundling curb/sidewalk and paving under a single contractor reduces warranty and responsibility issues and that $200,000 of the project is CDBG money (targeted for curb and sidewalk) with about $50,000 from liquid fuels to complete the street paving. The council approved the award by voice vote.
Ronaldo noted Reamstown agreed to delay work if needed to avoid conflict with the firemen’s parade; staff confirmed coordination to avoid event disruption. The motion to award included standard procurement oversight and will move forward to contract execution and scheduling.
