The Charlton Planning Board on March 18 approved a field-change modification for the large warehouse project at 241 Sturbridge Road that raises the first‑floor elevation by approximately 2.1 feet.
Robert Phillips (S8), civil engineer with Langan Engineering, told the board the elevation increase was driven by updated earthwork estimates intended to reduce off-site import/export and keep more material on site. He said the design shifts required slight grade adjustments and a small additional retaining wall, produced a modest net gain in trailer-storage stalls while reducing two loading docks, and left the stamped stormwater analysis and performance standards unchanged.
Board members asked about the retaining-wall locations, the height and impact on truck circulation. Phillips said the retaining walls wrap the truck court and that driveway lengths and truck movement geometry were maintained; retaining-wall structural design will be provided and delegated to the selected contractor per the stamped site plan.
After questions and confirmation that Graves Engineering’s March 13 review validated the stormwater calculations, the board moved and seconded to approve the field-change modification; the motion passed by voice vote.
Next steps: developer to proceed with contractor-level retaining-wall design, continue required inspections and follow conservation/stormwater conditions set in the original approval.
