Muscatine adopts multi-jurisdiction hazard mitigation plan to unlock FEMA funding

The Muscatine City Council on March 17 adopted the Muscatine County multi-jurisdiction local hazard mitigation plan, a required update that the city must adopt to make certain projects eligible for federal funding.
Director Chris Jasper told the council the plan is a comprehensive five‑year update that compiled input from municipalities and school districts and lists projects — including Papoose Creek — that could be eligible for FEMA funding if the plan is approved by the state and FEMA.
"Papoose Creek project is listed in there, so that opens up, FEMA funding for any of those projects," Jasper said. He noted the county recently adopted the plan and posted it for public input; the state Homeland Security and Emergency Management will review it before it advances to FEMA.
Council adopted the resolution on a roll-call vote and staff will forward the adopted plan to state and federal reviewers as the next step. No members spoke in opposition during the adoption.
The council's adoption makes the city eligible to apply for federal mitigation money for projects listed in the plan, subject to state and FEMA approval and any additional local matches or requirements.
