Muscatine council vacates Fuller Street right-of-way, approves contracts and public hearings

The Muscatine City Council on March 17 approved an ordinance to vacate surplus Fuller Street right-of-way and deed the undeveloped portion adjoining 301 West 11th Street, and conducted a series of routine approvals including contracts and resolutions setting public hearings.
The council voted to waive a third reading and adopt the Fuller Street ordinance on second and final reading; the mayor announced the ordinance was approved “with all ayes.” The meeting record shows the council took a roll-call or verbal vote with councilmembers indicating assent.
Councilmembers also approved a purchase order of $85,650 to Bushman Excavating for pavement crushing; Councilmember Lewis noted the award saved money compared with an earlier $100,000 estimate. The council approved two contracts with North Construction for improvements tied to the Ignite Vitality Mulberry project — not to exceed $24,999 for 703 East 7th Street and not to exceed $24,970 for 511 East 7th Street — and confirmed those projects are funded through CDBG (Community Development Block Grant) dollars, according to Jody Royal, Community Development Director.
The council set multiple public hearings: the Muscatine Municipal Housing Agency fiscal year 2026 annual plan (May 5, 2026, 5:30 p.m.), and an April 7, 2026, 5:30 p.m. hearing to review plans and specifications for City Hall parking lot pavement restoration. The council also scheduled a April 7 hearing for a voluntary annexation and zoning request (approximately 153.5 acres near Midman Road and the US 61 bypass to be designated M-2 general industrial), and zoning consideration for the northeast corner of Hauser Street and Cedar Plaza Drive. A separate April 7 hearing was set to review the West Hills Sewer Separation Phase 6E plans and specifications.
On the consent agenda the council approved bills totaling $10,260,316.81.
On budget items, city staff asked for council consensus to include a $1 increase in the monthly residential refuse rate in the coming budget cycle to cover equipment and vehicle costs; staff noted Muscatine’s current residential rate is $23 per month and compared it with nearby cities. No council member objected to placing the proposed increase in the budget at this stage.
The ordinance and routine items were approved without recorded dissents. The council adjourned after receiving the remaining updates on projects and events.
