Vienna council approves $150,000 service order and trims Spencer's Landing budget line

The Vienna City Council voted unanimously to authorize the mayor to execute service order number 1 with Thrasher Group Incorporated, a professional design and engineering services contract for a combined performance stage and public restroom at Spencer's Landing, with a lump-sum fee of $150,000.
Staff read the resolution into the record, detailing scope that includes geotechnical work, survey and mapping, site utilities and design of a covered performance stage and associated restroom. "Service order number 1 provides for professional services related to the design, permitting, bidding, and construction administration for the Spencer's Landing Public Restroom Project," a staff member read. The measure directs the mayor to execute the attached service order and authorizes the city recorder to attest the signature.
During discussion, a Thrasher Group representative said language on parking and access was added to clarify that a service access road and a small parking area are included in the design and had been part of Thrasher's original pricing though omitted in the earlier scope paperwork. The representative also described the planned programming exercise and the 50/75/100% design milestones that will produce shovel‑ready plans for future bidding. "We're gonna get to a point where I need feedback ... if we need to appoint a new steering committee or ... have a public workshop, we're happy to do that as part of this," the presenter said.
Separately, the council moved to remove budget revision #6 from the table and then amend it: a council member proposed reducing the Spencer's Landing capital reserve from $255,000 to $150,000 to reflect combined task orders and a new task order priced at $150,000. The amendment was seconded and approved unanimously; council then approved the revised budget amendment.
Council members said they supported consolidating contracts and having the engineering firm produce complete, bid‑ready documents rather than splitting bidding tasks across multiple orders. With the adoption of the resolution and the budget amendment, the city will proceed to the design phase with Thrasher and return as needed for bidding or contract approvals.
