City awards Pavement Management Program concrete contract to Spectrum Engineering Inc.

The Brentwood City Council on March 31 awarded the Pavement Management Program 2026 concrete contract following a presentation from Associate Civil Engineer Brant Wilson.
Wilson described the scope: reconstruction of 6,350 square feet of sidewalk, 736 linear feet of curb and gutter, 689 square feet of driveway approaches and installation of 12 new ADA ramps to improve pedestrian accessibility and remove tripping hazards. He said the city received 11 bids and named Spectrum Engineering Inc. as the lowest apparent bidder at $7,773,195. Staff said the project is funded by general funds and RMRA funds and requested authorization for contract documents and execution in an amount not to exceed $429,174 (staff characterized this as the base contract plus a 15% contingency in the staff presentation).
Council members asked about response times for reported hazards and staff explained residents can report hazards via the city’s 24/7 app; staff said many requests receive next-day responses and that some repairs are done in-house while larger repairs require contractor work.
A motion to award the contract and authorize execution of necessary documents carried by voice vote.
