Henderson County opens public hearing on 2026 Hazard Mitigation Plan update; resident praises accessibility

Henderson County Commissioners Court opened a public hearing on the 2026 update to the county Hazard Mitigation Plan, which must be refreshed every five years to meet Texas Division of Emergency Management and FEMA standards and preserve eligibility for hazard-related grants.
"This plan must be updated every 5 years to be in compliance with, TDEM and FEMA standards," the presiding judge said when opening the hearing and encouraged the public to review the draft, which the court noted is available online and in the emergency management office. The judge also said the draft is currently about 550 pages.
During the hearing, Deborah Deese approached the podium, identified herself and thanked commissioners and staff. "I did find it ... and I really appreciate the detail that's gone through there," Deese said, adding that she found the document easy to access and review.
After taking no further public comment, the court closed the hearing and noted a second required public hearing will be held next week to complete the required public-engagement process. Commissioners discussed minor editorial changes (for example, the cover photo) but did not take any final action on the plan at this meeting.
The hearing was informational and part of the formal update process; next steps are the second public hearing and any final edits before the court takes a formal action on the plan.
