Council backs Banner Up program agreement, moves funding to public-art account

The Brentwood City Council on March 31 authorized an agreement with the Art Guild of the Delta to administer the 2026 Banner Up program and approved an operating-budget amendment to increase public-art administration funds.
Parks staff summarized the program’s history and financial arrangements and said that, because of increased competition for economic-development grant funds and rising program costs, staff recommended using public-art administration funds for the 2026 program. The recommended agreement amount was described as not to exceed $14,000; staff also asked the council to increase public-art administration funds to cover the guild’s administrative needs.
The Art Guild’s representatives told the council the organization reviewed its selection criteria after two controversial banners displayed in 2025 and that the guild will present banner candidates to the Arts Commission for approval before display. Mary Lam, a cofounder, said the guild had received $5,000 in a prior grant and would use the city funds recommended by staff for this project.
Council voted to approve the agreement and the funding action by voice vote. Staff said banners would be installed in summer 2026 and removed no later than Sept. 30, 2026, and that the arts commission would review eligible submissions.
