Planning staff presented a draft addendum to the Garden City master plan that would expand housing goals beyond the plan’s current limited housing objectives. Commissioners asked detailed questions about data sources, demographic projections and how the addendum’s recommendations would be implemented.
One commissioner questioned the use of American Community Survey estimates for conclusions about home values and noted the draft’s assertion that median home values and rents fell between 2010 and 2022 is inconsistent with local experience: "that's just not true," the commissioner said, urging staff to ground claims in sales data or to clearly note the data’s limits. Staff agreed to search for more recent ACS and census-related data and to add error bands (staff estimated a 5 percent error band) or footnotes to contextualize projections.
Commissioners also debated wording that could overstate projected demographic shifts (for example, a cited increase in residents aged 65–84 from 16% to 18% was described as modest rather than a major growth trend). The group discussed housing strategies—encouraging downtown infill, 3–5 story mixed-use buildings, and options to support seniors aging in place through accessory-unit conversions—and asked staff to produce development scenarios for downtown sites.
Staff committed to producing illustrative development scenarios and a revised draft. The commission did not adopt the addendum at this meeting; it agreed to continue work and review a final draft once staff modeling and wording revisions are complete.
