The City Council approved a memorandum of understanding (MOU) with the volunteer nonprofit Escalon Strong to carry out phased improvements in the Hogan Park expansion area, staff said. The MOU outlines volunteer scope (leveling, grading, irrigation installation, sod, backstops and fencing), insurance and indemnification terms, inspection requirements, and the process to dedicate completed improvements to the city.
City Manager Trevin said the agreement is designed to protect the city while allowing community volunteers and local contractors to contribute labor and materials. The MOU explicitly addresses prevailing-wage rules when city funds are involved and makes clear volunteer work will be dedicated to the city as infrastructure once accepted and inspected.
Escalon Strong representatives described local contractor and farm support for moving dirt, installing irrigation and sourcing sod. Council members raised construction oversight and accessibility concerns; staff and Escalon Strong committed to ensure an accessible path of travel and to work with Public Works on permits, inspections and ADA requirements before fields are opened.
The council voted to approve the MOU on a voice vote after public comment and brief dais discussion. Staff said work would proceed in phases as volunteers and equipment become available and that they will coordinate timing and permitting details with Public Works.
