After interviews of six candidates, the Tracy City Council appointed three residents to four‑year seats on the Planning Commission and placed one additional candidate on an eligibility list.
Deputy City Clerk Nessie Lopez opened the item, noting three Planning Commission terms expire March 31 and that recruitment (Feb. 23–Mar. 23, 2026) yielded six applicants. Early in the item council agreed to suspend the published question set and add two additional questions (one from Councilmember Evans and one from the vice mayor); the council voted to suspend rules and add the questions before interviewing candidates in open session.
Interviews began with Marina Biles, who said she wanted to bridge community interests with city policy, increase younger resident participation and noted she is still learning technical aspects of the general plan but would do the homework. Mr. Boateng emphasized balancing short‑ and long‑term goals, fiscal stewardship and sustainability. Mr. Chavez, who said he is a fourth‑generation Tracy resident and serves on the Youth Advisory Commission, spoke about representing future generations and planning for walkability and bike lanes. Other applicants described local volunteer and professional experience.
After a two‑minute recess for deliberation, councilmembers each gave their top three candidates and discussed whether to form an eligibility list or alternate for future vacancies. The mayor moved to appoint Mr. Boateng, Mr. Chavez and Mr. Shroud (transcript spelling varies) to the three four‑year seats starting 04/01/2026 and to fill an eligibility list slot with Marina Biles. The motion was seconded; roll call votes were recorded as affirmative and the council congratulated the appointees.
Staff clarified that someone on an eligibility list would still require formal appointment should a vacancy occur; staff offered to explore creating a formal alternate position for the commission. The council adjourned at 7:14 p.m.
