The Tracy City Council voted unanimously to suspend its standard interview protocol and appoint Commissioner Silva to a four‑year term on the Transportation Advisory Commission, the mayor announced after a roll‑call vote.
Deputy City Clerk Nessie Lopez told the council the recruitment for the opening ran Jan. 27–Feb. 27, 2026 and produced a single applicant; staff recommended the council establish interview rules (five council questions, two minutes per answer) and then recommend a nominee to the mayor. Lopez said the term would run 05/01/2026–04/30/2030 and that personal application materials were redacted and residency had been verified.
Mayor Pro Tem Abercrombie moved to suspend the rules and appoint Commissioner Silva. After the motion was seconded, the council recorded a unanimous roll‑call vote in favor. Mayor Areola later congratulated Silva on the appointment.
Commissioner Silva thanked the council for reappointing him and highlighted projects he said he helped advance while serving on the commission: a “students ride free” program for K–12 bus riders, bike-lane and sharrows projects and airport improvements. "I've done this for a while now, a little over 12 years," Silva said, adding he helped secure what he described as roughly $16,000,000 for airport work.
The council made its decision in open session; staff said there was no fiscal impact for the appointment and that appointment procedures follow a resolution adopted in March 2024 establishing advisory‑body appointment rules.
