Urbana Arts and Culture Commission weighs finalists for downtown mural

The Urbana Arts and Culture Commission continued deliberations April 14 on selecting an artist for a large downtown mural, reviewing five finalists and outlining a process that will put a design-review committee — including the property owner, 40 North, staff, and limited commissioner representation — at the center of the final selection.
Commissioner Hedlund, who led the presentation of the process, said the city and 40 North ran a call for artists that produced roughly "between 15 or 20" submissions before staff and partners narrowed the pool to five qualified finalists. Hedlund said the project carries a $50,000 stipend "inclusive of all elements of that artist's work," and that international applicants were excluded because travel costs would reduce that stipend amount.
The commission discussed the filter used to reach the five finalists: preference for domestic and Illinois-based artists when possible, demonstrated experience painting at large exterior scale, and comfort with equipment such as lifts and scaffolds. Hedlund said portfolios — not finished designs — were the basis for this stage of review and that availability could be treated as a practical filter because the installation window is constrained by weather and artist schedules.
"We then had a meeting between myself and 40 North to select qualified muralists," Hedlund said, describing next steps. He added that the mural review committee will include "key stakeholders: the owner of the building, most likely elected officials including the mayor, perhaps council members, and then, of course, the commissioners not to exceed 2 commissioners or council members for OMA reasons" along with a city staff member and a 40 North representative.
Public commenter Nancy Yackel spoke in support of one finalist, Langston Allston, saying he is "locally born and raised" and has completed multiple murals in Urbana. "He is very experienced, very reliable, and very quick," Yackel said, adding that he is comfortable using scaffolds and lifts.
Commissioners debated whether the commission should formally weight local connection in its recommendation. Some members argued that prioritizing Urbana roots — artists who are "born and raised" or currently live in the city — would reinforce the mural’s role in reflecting community identity. Others cautioned that design and technical feasibility should remain central given the scale of the wall and the stipend constraints.
Several commissioners recommended sending a top-two recommendation to the review committee rather than a single pick, arguing that the property owner and other stakeholders should have input on the overall direction (for example, a human/community-focused concept versus a more abstract approach). Staff and 40 North will help facilitate any brief pre-design conversations to confirm availability before requesting full design proposals.
On timing, staff said installation is likely to occur in the fall to accommodate temperatures and artist availability, though July had been mentioned as an optimistic target. Staff also emphasized the need to coordinate with Public Works and the building owner to confirm feasibility before any painting begins.
No formal vote on artist selection took place. The commission directed staff to return with further detail on the mural review committee, feasibility checks, and a recommended path for ranking or weighting criteria at a future meeting.
