“We’re still in a tier 1, federal shortage with the Bureau of Reclamation,” Joe said when discussing water modeling, and he emphasized the need for current cost‑of‑service data because “a lot has changed since 2019.” He described the expected schedule: RFP mid‑July, consultant selection in the fall, an eight- to ten‑month study period and a rate structure that would apply for fiscal years 2027–29.
Committee members pressed for a full cost‑of‑service scope and clearer data inputs to avoid the narrower scope used in the last study. Several members asked that the RFP require robust data collection and that a committee member be part of the RFP selection panel; staff said they want that involvement.
Staff proposed an abbreviated two‑hour online training for committee members in July (an internal, longer staff training will occur earlier) to explain cost‑of‑service basics and prepare members to provide input on the RFP and later to review draft recommendations.
What happens next: staff will prepare draft RFP inputs and bring them to the committee in July; the committee will pick a member to participate in the consultant selection process when the RFP is released.
