The Town Council voted unanimously to approve the consent agenda (items 4–22) after staff summarized the packet of cooperative contracts, intergovernmental agreements and construction and consulting contracts.
Notable items approved included an IGA with the Arizona Department of Transportation to fund an at‑grade crossing study ($2,448,000 award with a 20% town match of $612,000), a consulting contract with Hazen & Sawyer for $150,840 for North Water Treatment Plant pump‑station work, a license agreement permitting VEXUS Fiber LLC d/b/a MetroNet to construct fiber in the right‑of‑way (no cost to the town), and a construction manager at risk GMP with Hayden Companies, LLC capped at $49,466,149 for Val Vista Lakes improvements and storm system rehabilitation. The council also approved a purchase order for 732 preemption devices (Clark Transportation Services) with a contract value not to exceed $1,057,149 (the city expects $990,635 reimbursed through ADOT; post‑reimbursement net $66,514).
Council member (speaker 17) moved the consent motion and a second was recorded; the council conducted a voice vote and the motion passed 7‑0. Staff said item 8 (signage at Cactus Yards) had been pulled for brief discussion and that staff will pursue phased sponsorship opportunities to offset costs. No separate formal opposition or abstentions were recorded.
