The Passaic County Board of Commissioners approved routine procedural business on April 14, including the March 24 minutes, proclamations and a consent agenda that was expanded to include two LEAP Implementation Grant resolutions (l61 and l62) authorizing application and potential acceptance of LEAP funding administered by the New Jersey Department of Community Affairs under NJSA 40:20-1.
Board members moved to open the oral public-comment portion and, finding no one at the podium, closed it by motion and recorded a roll-call vote to close. The board then approved the full consent agenda (items l1 through l62) by roll call; the transcript records one 'no' vote by a participant labeled "James." The personnel agenda and payment of bills were approved by roll call before the board adjourned.
The added resolutions (l61 and l62) authorize the county to participate in and to apply for LEAP Implementation Grant funding; award decisions will be made by the grant administrator (NJ DCA) and were not decided at this meeting. No public comments were received during the three-minute public-comment period.
Next steps: staff will proceed with the administrative tasks associated with the approved consent and personnel actions and will follow procurement and grant-application procedures as required by statute and county policy.
