Stormwater staff updated the council on Gadsden Manor Pond Dam, reporting that an abstractor's review of recorded documents so far shows maintenance easements but not fee ownership by the town. Staff said three engineering firms have responded with potential designs; one early estimate to design and replace the structure exceeded $300,000. The town has invited its liability attorney to brief council in executive session about ownership questions, legal exposure and possible next steps.
Council members asked for additional data and staff said more information would be available at the Thursday meeting, including legal analysis and cost estimates. Staff described the update as preliminary and said they are continuing title work to confirm ownership and associated responsibilities before proceeding with design or contract decisions.
