Village Administrator Jason Blavsky briefed trustees on the county-led procurement for a new records management system and recommended that Roselle remain in the DuPage consortium while negotiations with the top-ranked vendor proceed.
Blavsky said the oversight committee has "identified their top vendor, and they're initiating the negotiations," and staff recommended Roselle approve a letter of intent so the county knows Roselle will participate in negotiations; the letter would return for board approval in two weeks. He cautioned that final economics depend on the number of communities that stay in the consortium because costs are allocated by the member headcount (personnel/users) and that county purchasing and an intergovernmental agreement (IGA) would be required before final contract award.
Trustees asked why some communities left the consortium. Blavsky said departures stemmed from dissatisfaction with the incumbent vendor (Hexagon) and that some communities selected Axon. Board members expressed concern about possible cost increases, and staff said the county anticipates some increase (a possible 10% variance was discussed) but that consortium purchasing power could mitigate per-community cost. The board gave direction to have the LOI returned for formal approval within two weeks; no contract award was made at this meeting.
