Gila County approves IT, recycling, landfill and program agreements totaling key operational updates

At its Jan. 6 regular meeting the Gila County Board of Supervisors approved multiple operational contracts and amendments the county said are intended to modernize IT systems, maintain landfill operations and sustain public services.
The board approved a software-as-a-service agreement with Tyler Technologies for cloud hosting of the assessor, recorder, treasurer and financial management systems for an initial term from Feb. 1, 2026, through Jan. 31, 2027, and a combined not-to-exceed amount of $502,249. Marilyn, the presenting staff member, said the cloud move will “alleviate some of the weight on the Gila County IT infrastructure” and improve audit outcomes.
The board also approved Amendment #2 to the inmate work contract with the Arizona Department of Corrections, Rehabilitation and Reentry, which raises inmate labor compensation from $0.50 an hour to $1.50 an hour statewide. Olivia Todd told supervisors the county spent about $7,200 on inmate labor in FY25 and that costs would roughly triple if work levels remain similar.
Public works staff recommended awarding contract 06102025 to SA Recycling LLC to provide scrap-metal recycling services (sorting, baling, freon removal, hauling) at the county landfills for 01/06/2026–01/05/2027. Aaron said the contract does not impose removal costs on the county and noted a flat rate indicated in the proposal (about $11/net ton) with scale receipts accruing to the county.
The board renewed and increased a professional services contract with landfill engineer Stephen B. Smith (contract 072622) with a not-to-exceed total of $367,840 to cover routine monitoring, permit filings, methane monitoring, leachate evaporation pond repairs and conceptual work for the Buckhead Mesa landfill expansion.
Supervisors also approved intergovernmental and program agreements including a fuel-purchase IGA with the Town of Miami, small community grants (Hayden‑Winkelman Little League $500; Gila County Cattle Growers Association $5,000), an amendment to Safe Streets for All (adding Safe Routes to School and $80,000), and the award to SA Recycling. All motions passed by voice vote.
Several supervisors asked that staff return later with more detail on salvaging-ticket procedures at the landfills and options for county-run recycling versus contracting out.
