The librarian (speaker 11) said the library has two staff positions (the librarian’s 32‑hour role and another 32‑hour position) and a quarter‑time role currently budgeted for 520 hours a year. To provide two story‑hour slots—Wednesdays at 10 a.m. and Thursdays at 3 p.m.—the library proposed making the quarter‑time position a 10‑hour weekly job and shifting some hours from an existing staffer so the change would not require additional county funds. The librarian noted that the position must still be advertised and that any hour reductions should be documented in writing as required by policy.
Commissioners discussed employment rules, certification and potential liability for class leaders and said staffing changes should be clearly documented. Commissioner speaker 4 moved to approve creating the part‑time story‑hour position and to advertise the job; speaker 3 seconded the motion and it passed by voice vote.
The board asked staff to review budget impacts and to return any final job description and advertising language for the county’s records. No new dollars were appropriated at the meeting.
