The West Oso Independent School District board voted unanimously to reauthorize putting several surplus district properties back on the market and to direct administration to begin public notice and bid procedures. The motion, put before the board for agenda item 4b, passed 6–0 after trustees debated timing, publicity and sale conditions.
Administration told trustees the last time the properties were offered they were run in the newspaper for a statutory minimum but received few bids; staff recommended expanding outreach to the district website, an online surplus portal and direct outreach to prospective builders while using a broker’s opinion of value rather than paying for full appraisals for each lot. "We only had to allow it to run in the newspaper for two weeks," a district staff member said, adding that two weeks was too short to attract major builders and that leaving listings open longer and using multiple channels could bring more competitive offers.
The board asked staff to set an initial posting period of four weeks with automatic extensions if no acceptable bids are received. Trustees also discussed retaining the prior contingency that any successful bidder build single‑family homes on the parcels rather than nonresidential or high‑density apartment projects. "We put a clause in there that they had to build houses because we don't want them to purchase a plan," the board president said when reviewing the prior sale conditions.
Trustee Oscar Arredondo made the motion to adopt the resolution authorizing publication of notice and receipt of sealed proposals under section 272.001 of the Texas Local Government Code; Melinda Gonzales seconded it. The board then voted: Sherry Jordan, Crystal Adela, Albert (last name not specified in the transcript), Melinda Gonzales, Oscar Arredondo and one other trustee voted "aye," and the motion passed 6–0.
