Summary
Student Pedro Zelaya urged the council to address rising housing costs, traffic and food affordability; the council received proclamations for Donate Life Month (presented by Kat Mance of 1 Legacy) and Child Abuse Prevention Month (presented by Zanadia Brown of San Bernardino County Children’s Network).
During the public participation period, Pedro Zelaya, a junior social work student at Cal State San Bernardino, asked the council to support initiatives that address rising cost of living, traffic congestion and food affordability, and to expand partnerships and resources to help vulnerable residents. "We respectfully ask for your support in exploring ways to address these concerns," Zelaya said.
The council then received a proclamation recognizing Donate Life Month. Kat Mance, representing 1 Legacy, thanked the city for its support and said "There are currently over a 107,000 people waiting for a life saving organ. 20% of those live here in California." Mance shared a personal account of her family's experience with donation and the impact on recipient families.
The council also adopted a proclamation for Child Abuse Prevention Month. Zanadia Brown of the San Bernardino County Children’s Network noted county statistics, saying the county hotline received "over 30,000 child abuse calls in the year 2025," and that 286 of those calls were specific to the city of Loma Linda (down from 331 in 2024). Brown praised the council's prevention work and called for community collaboration.
The proclamations were presented without formal action beyond recognition; public comment was limited to three minutes per speaker under the Brown Act.
