The Indio City Council voted unanimously to approve the city's FY2026–27 Community Development Block Grant (CDBG) annual action plan, reprogram unspent prior-year CDBG funds and authorize necessary budget adjustments to accept the grant allocation from the U.S. Department of Housing and Urban Development (HUD).
Senior management analyst David Rossell told the council the city's allocation will be $740,169, slightly under the $750,000 figure in the staff report. The annual action plan targets HUD national objectives including benefit to low- and moderate-income persons, slum-and-blight elimination and urgent needs. Proposed uses listed in staff materials included public services delivered through partners such as the Indio Senior Center, Inland Fair Housing and Mediation Board, and Coachella Valley Rescue Mission; public facilities (including the Miles Avenue Park Improvement Project); and program administration and grant management.
Council members asked detailed questions about specific projects and costs. One councilmember raised demolition-related cost concerns for a proposed parking-lot conversion at Miles Park and urged staff to ensure sufficient funds for lighting, circulation, and site remediation; staff said any needed adjustments would be brought back for council review. The staff report also identified an $88,000 allocation that could be reprogrammed or saved to offset demolition or parking-lot improvements if needed. Council asked for attention to parking needs at Miles Park and for project completeness if demolition proceeds.
Separately, council considered and approved the consent calendar after a brief presentation on the Veterans Memorial (consent item 10.8). Miguel Ramirez Cornejo, director of economic development, presented renderings showing landscaping, memorial pillars, benches and a flagpole proposed for Miles Park to honor veterans. Councilmember Gutron pulled item 10.8 for comment, praised the planned memorial and the potential benefit to Miles Park, and the consent calendar then passed unanimously.
Motion to approve the annual action plan was made by Councilmember Ortiz and seconded by Councilmember Glenn Miller; the motion passed unanimously. The finance director was authorized to make budget adjustments to receive and use the HUD allocation and prior-year CDBG funds.
