Summary
The council awarded paving and cape‑seal contracts, approved replacement vehicles for public‑works use and authorized a $59,619 change order to expand an ice‑slurry cleaning of three sewer force mains after staff reported early success in improving pump performance.
At its Feb. 17 meeting, the Town of Cave Creek Council approved a slate of capital expenditures and a change order to address persistent blockages in sewer force mains.
Council awarded a contract for 2026 capital paving projects to National Pavement Partners for a total not to exceed $745,316.10. Staff said eight bids were received and recommended using favorable unit pricing and available budget savings to add additional pavement work at the March meeting if desired.
The council also approved a cape‑seal contract with Cactus Asphalt for an amount not to exceed $304,961 to treat specified segments under the town’s pavement management program.
On equipment, council authorized staff to proceed with replacement of the town’s aging water truck and a roll‑off dump truck used for roadside trimming and debris hauling. Staff told the council that water trucks are used frequently for dust mitigation and can support wildfire response; the vehicles will replace units from 1999 and earlier model years. The meeting record reflects council approval to proceed with those purchases.
Utilities staff reported progress on a pilot cleaning of the Rancho Mignone force main using an ice‑slurry ("slushy") technique supplied by American Pipeline Services under an MGC job‑order contract. Utilities staff said the technique scours accumulated material, produced improved pump performance in preliminary runs and that mobilization costs made it efficient to expand work while the vendor is available. Council approved a change order of $59,619 to add cleaning of the Stagecoach and Chiparosa force mains to the existing scope.
Beth McAleer, representing neighbors in the Sunset Trail area, asked the council to consider adding her neighborhood to the paving schedule; staff noted the town maintains a prioritized pavement management program and offered to evaluate the request.
Votes on the day’s action items were recorded in favor; staff will return with any required contract documents, implementation schedules and additional details as requested by the council.
