Karen Durant, staff to the board, briefed trustees on the board's salary-setting authority, noting statutory changes that gave the board discretion to set the executive director's salary and, more recently, additional staff positions. She recapped consultant work by Troop HR and the board-adopted periodic market-analysis process.
After the presentation a trustee moved to amend the salary-setting process to allow the board to consider salary increases off-cycle "to provide the board more flexibility" for recruitment, retention or to address compression and inversion. The motion was seconded and adopted by voice vote.
Durant said Troop HR will present finalized market recommendations at the board's May meeting and that any board action on salary changes would occur in July after consultation with the Office of Financial Management. The staff presentation cited prior statutory references (including House Bill 2709, 2018) and a 2024 substitute senate bill that expanded the board’s salary authorities for additional positions.
The board did not set any specific salary amounts at the meeting; staff said they will share consultant findings and related analysis for future consideration.
