Vera said the project could be tied into timers and other modern controls to reduce light pollution and operational costs.
Councilmembers debated the choice to spend contingency funds with just months left in the fiscal year. Councilmember Lynn (speaker 9) and Councilmember Moses (speaker 8) voiced caution about using contingency reserves for non-emergency projects, while Councilmember Campbell (speaker 13) expressed concern about deferring urgent maintenance on parking lots and roads. Guy Reynolds (speaker 21), a contractor consulted by staff, noted potential scheduling and cost benefits if the Sarah Park work were done now while contractors are mobilized for other city projects.
Councilmember Moses moved to approve the purchase and use of contingency funds and Vice Mayor David Diaz seconded. The motion carried 6–1.
