Greeley County obligates ARPA funds for courthouse roof, tuckpointing and equipment purchases
Summary
In December the county obligated COVID ARPA funds to courthouse roof replacement, tuckpointing and a list of capital purchases (vehicles, motor grader, aerial imagery, microfilming). Sealed bids for roof and masonry work were awarded and contracts signed.
Greeley County used ARPA/COVID funds to obligate a set of capital projects and equipment purchases before the December 31, 2024 deadline. At the Dec. 10 and Dec. 26 meetings the board reviewed eligible uses under Treasury guidance and approved obligating funds for courthouse repairs and records modernization, plus several vehicle and equipment purchases.
Specifically, the board approved: a courthouse reroofing contract with Tri-Cities Roofing & Sheet Metal (low sealed bid $69,980) and a tuckpointing contract with Curtis Stevens Masonry ($240,000 bid); purchases under state contract for county law-enforcement and road vehicles; a motor grader; Flock Safety camera units for the sheriff’s office; EagleView aerial imagery for assessor parcel valuation; and a microfilming contract to scan deed, mortgage and miscellaneous records for deed-tracker use.
The expenditures and contracts were presented with cost estimates and vendor bids during open session; the board authorized purchase awards and budget obligations to encumber ARPA funds. County officials noted that some projects (e.g., roof replacement and tuckpointing) will proceed on a schedule set by the contractors and that remaining ARPA balances will be reviewed for additional eligible projects.
Next steps: procurement and contract administration by county staff, coordination with vendors for scheduling and delivery, and reporting of ARPA obligations per federal requirements.
