Altoona Council OKs Iowa DOT access-management agreement for US 6/Hubbell Avenue

The Altoona City Council on April 6 approved a resolution authorizing an intergovernmental agreement with the Iowa Department of Transportation to formalize an access-management plan for U.S. Highway 6 (Hubbell Avenue) between U.S. 65 and Interstate 80.
City Engineer John Dostart told the council the agreement is required before the Iowa DOT can release excess right-of-way that a developer intends to acquire north of the Walmart property. The agreement requires closing the existing right-in/right-out driveway on US 6 that provides access to the Tinker Tooling site; the developer has purchased that parcel and has agreed to the closure condition. The agreement also limits any future access to the designated locations along US 6 identified in the staff report, including the US 65 interchange, 36th Ave. NW, Tallgrass Parkway, 34th Ave. NW, Adventureland Drive and the I-80 interchange. Locations north of the I-80 interchange are not included in the agreement.
The resolution passed by roll call vote, 5-0.
The action clears a key procedural step required by the Iowa DOT before transferring the excess right-of-way and establishes where future curb cuts onto US 6 will be permitted as the adjacent property moves toward redevelopment.
