Commission approves contracts and procurement package including EKOS fuel system and $3.75M road work

The board approved an annual subscription agreement between the Montgomery County Appraiser’s Office and Trepp, Inc. to supply income and expense data used in commercial property valuation; the order form in the packet lists a year‑one cost of $29,002.75 (annual rate $29,002.75) after an initial six‑month discounted period.
The commission also approved a county information‑technology purchase and service agreement with EKOS for a fuel management system to automate inventory and fueling reconciliation across county sites. The EKOS order form in the packet lists Year 1 software/site fees (Year 1: $40,288), Years 2–3 at lower annual rates, and a total minimum contract amount over three years of $112,864; optional GPS tracking for 150 vehicles appears in the order form and was included as an implementation option.
Purchasing presented two contract amendments: Amendment No. 1 with Climate Service, Inc. to extend HVAC preventive maintenance services through Jan. 31, 2026 with a 3% price increase (annual amount listed in the amendment $351,540), and Amendment No. 2 with Martin Environmental Services to extend refuse collection through Jan. 13, 2026 with a 5% increase on listed service rates (roll‑out container and landfill costs shown in the amendment language). Both amendments were approved unanimously.
On competitive procurement the board awarded a blanket purchase contract for Sheriff's Office polo shirts to Galls LLC (the recommended low responsive bidder after local preference) at a contract total shown in the tabulation of $4,053.49 and executed a construction contract with Wiregrass Construction Company for multiple resurfacing and traffic‑striping projects with a combined contract total of $3,749,427.39; both awards were carried on unanimous votes.
Khristie Davis, Purchasing Manager, coordinated the procurement items recorded in the packet. County staff indicated the EKOS contract and the Wiregrass construction award were budgeted items (the EKOS initial costs were included in the IS department funding as stated in the memo). All approved motions were recorded as unanimous in the meeting minutes.
