Daniel Planning Commission sets April 15 public hearing for Wildland Urban Interface map required by HB 48

Deputy Clerk/Recorder Merry Duggin told the Planning Commission on March 18 that HB 48, passed by the 2025 Utah Legislature, requires municipalities to adopt the 2006 Wildland Urban Interface (WUI) Code and designate a WUI boundary on a town map. The Commission voted to set a public hearing on April 15, 2026 to consider the WUI boundary and code adoption.
Duggin said the WUI boundary must be a “man made or natural boundary” rather than a dotted line on a map. The Fire District recommended adopting Daniels Creek as the eastern boundary of Daniel, continuing along the creek and then following Little Sweden Road to the town’s eastern edge; areas south of that line would be inside the WUI. Planning Director Eric Bunker suggested irrigated fields could serve as man-made boundaries and noted foothills could qualify as natural boundaries.
Commissioners discussed the need for more work to determine exact boundary lines and the practical effect: properties placed inside the WUI would be subject to enhanced building-code requirements for future development intended to mitigate wildfire risk. The Commission set an April 15 public hearing to gather public input and finalize the map.
Next steps: the April 15 hearing will present draft boundaries and allow comment before the Commission considers formal adoption.
