Residents press board on developer 'pilot' deals and closing schools on Veterans Day

During the public-comment portion of the March 31 meeting, several residents pressed the Clark Board of Education on two recurring community issues: the fiscal impact of developer pilot agreements on school finances, and whether Clark should close schools on Veterans Day.
John Grease, who identified his address, questioned how long-term pilot agreements that reduce developer contributions for decades affect the district when those developments also send children to Clark schools. "It seems like we're going to get maybe about as many more [students] from these new apartment buildings as well," Grease said, warning that the district could face increased student-related burdens without additional tax revenue.
Superintendent Grandy responded that Clark Township "has made us whole in terms of the revenue that we're receiving through those pilots," adding that the township has offered to provide additional funds if the district ever needs them. Greedy and Grandy exchanged points clarifying that while the township's payments may preserve revenue totals, the district is conscious of the added enrollment that accompanies new housing.
Multiple veterans and veterans' organization representatives urged greater school recognition of Veterans Day and asked the board to consider closing schools on Nov. 11. Ed Dabrowski, who identified himself as vice commander of a local VFW post, asked the board to "consider close[ing] the schools on November 11 Veterans Day and not during a teacher's convention," saying other New Jersey towns observe the holiday with school closures. Dave Broadwell, Union County commander for the American Legion, described existing Legion youth programs and urged increased school participation.
Board members thanked the veterans and said a committee would explore calendar adjustments for the 2026–27 school year, and pledged stronger engagement with veterans' programs where feasible.
